I dont know what FDA guidelines you are talking about specifically but this is my experience with VB6 deploy in vista. PS: I use Visual Basic 6 on Vista do develop also. The only issue is that you need to run it in compatibility mode for XP and Administrator mode. Other than that it works fine.
